The feature of lowering world level starts at 5 which is AR40 and if I remember correctly the last quest had AR35 as a limit. That means that for anybody that is lower than 35 coop doesn't solve the problem neither, but once you reach AR35 if the limit doesn't change, you should be able to go to Inazuma.

So I'm world level 5, and my characters are about level 70. I want to ascend them again, however bosses only drop the fragment form of the ascention crystals I need. For example the Varunada Lazurite Chunk apparently drops from 60+ Oceanids but I've been fighting level 72 Oceanids and all I get are the crappy fragments. Same with the other bosses.
DEF of enemy is 5×level of enemy +500. Assuming a Lv100 enemy, the formula to reduce damage is 1000/ (5×level attacker + 1500). At Lv80, this is 10/19 ~ 52.6%. At Lv90, this is 20/39 ~ 51.3%. This is an increase of 2.5% in damage. So to conclude, going from Lv80 to Lv90 on Diluc gives a 5.5% damage increase.
